It a Sepult-Ro Disciple so yeah Sepult-Ro is a separate character but the guy in the set isn't him.
So Sepult-Ro Disciple roughly means buried disciple of Ro.
The packaging has Primal Captain and Sepult-Ro Disciple names switched.
