Okay! So it appears to be working fine on desktop but once it switches to mobile the bell icon is viewable but no longer clickable. I believe this quietly occurred during an update I did last month. Unfortunately after more than three hours of troubleshooting, I can't determine the conflict, so I am going to seek some outside advice. 🙂
