It's impossible to prevent this if you don't connect the vote to a registered account. SurveyMonkey can just store the status "already voted" in the browser you used to vote and in every other browser and device and/or after deleting cookies or incognito mode you can vote again. It's basic website and browser functionality. That's why online surveys are completely useless and have no meaning.
